Geoportal web interface localization problem

Dear All,

I'm trying to localize the geoportal web for Chinese language(zh-tw). I have followed this link, but couldn't make it work.

Some random unrecognizable characters shown up on the web interface.

My set-up includes:
Win7
Apache Tomcat 7.0.3.9
JDK 6u43
Geoportal 1.2.2

Does anyone has this problem before? Any help is appreciated.
